What Fabric capacity costs before Copilot answers

Copilot for Power BI is not carried by the per-user license on its own. It requires paid Fabric F2+ or Power BI Premium P1+ capacity alongside that license, so the capacity is billed separately from the seats (Microsoft Copilot and Power BI pricing documentation, checked 2026-08-31).
